For eg. Some guy with a really good profile gets 98% while someone who went to a community college or maybe distance program gets 99% , who has greater chances ?

The profile part is less dependent on the reputation of the college and more on the grades you got there, the projects you undertook, and the extracurricular activities you participated in. Also, if you have accumulated sound knowledge of your domain, whether it be in the sector you have worked in or the branch that you studied in, or the internships that you did will definitely be an added advantage.
But the answer to this question will vary on a case-to-case basis w.r.t. to the candidate and the college and the interviewer.
Definitely, apart from having a good profile, a higher percentile will increase your chances of conversion.
